Stephenville was recently honoredforits2050Comprehensive plan by the American Planning Association’s (APA) Small Town and Rural Planning Division.
The city was presented the Vernon Dienes Award for Comprehensive Plan for a Small Jurisdiction at its annual National Planning Conference in Denver, Colorado.
This national recognition highlights the city’s forwardthinking approach, innovative strategies, and dedication to community-driven planning. The Stephenville 2050 Comprehensive Plan, developed with the guidance of Lionheart Places as the lead consultant, sets a benchmark for excellence in planning. The plan is built on a foundation of community collaboration, fiscal responsibility, and a commitment to sustainable growth that aligns with the city’s unique character and values.
“Working with Lionheart Places and through extensive collaboration with residents, local leaders, and planning professionals, the plan integrates innovative strategies for economic development, transportation, housing, parks, and infrastructure improvements, all while staying grounded in our community’s values and unique character,” Doug Svien, Mayor of Stephenville, said.
“By understanding the significant impact that the type and location of development have on the cost and quality of public services and infrastructure, a plan was crafted that supports fiscally sustainable policies and efficient development patterns.” Jason King, City Manager of Stephenville, said.
“The Stephenville 2050 Comprehensive Plan represents a significant milestone for our community, capturingavisionaryapproach to growth, sustainability, and quality of life for future generations,” Svien added.
Key features of the Stephenville 2050 Comprehensive Plan include:
■ Innovation and Quality: The plan utilizes a unique graphic approach, combining mapping, precedent images, and diagrams to clearly communicate the city’s vision and actionable strategies.
■ Fiscal Responsibility: A fiscal analysis using ArcGIS identified areas where redevelopment could significantly increase revenue, such as along Washington Street, helping fund vital community improvements.
■ Community Collaboration: Public engagement played a central role, with residents actively shaping the Future Land Use Map to reflect their needs and priorities. Tarleton State University stakeholders ensured historically underrepresented voices were heard.
■ Sustainable Growth: The plan designates areas for purpose-built student housing, addressing growth pressures from Tarleton State University while promoting smart growth principles and preserving neighborhood character.
■ Equity and Inclusion: The advisory committee and public engagement process ensured diverse perspectives guided the plan’s development, fostering an inclusive vision for Stephenville’s future. “Working with the City of Stephenville on this comprehensive plan was an honor. The passion and dedication of city leaders, staff, and community members made this plan not only possible but exemplary. This award celebrates their commitment to building a resilient and vibrant future for Stephenville,” Abby Gillfillan, Planning Principal at Lionheart Places, said.
