Throughout history water has been found as a central part of any community providing a stopping place for friendships to be made and families to be grown.

It is with our deepest regret to announce that one of our beloved family members, Joe B. Cooper III, has passed on to be with his Lord and savior. Joe B. Cooper III was a passionate groundwater leader. He was a mentor, a friend, and as articulate as they come. Joe B. was kind to all he met and never missed an opportunity to share his passion for groundwater. That passion led him to an 18-year career with Middle Trinity Groundwater Conservation District as the first general manager beginning in 2003. During this time, he served as president for the Texas Alliance of Groundwater Districts (TAGD) and continued to serve on numerous boards including the Texas Water Conservation Association (TWCA), until his retirement in October 2021.

As an acknowledgement of Joe’s outstanding commitment to the TAGD organization and achievement in groundwater management he received an honorary TAGD membership in 2022. Joe B. Cooper III left a lasting imprint on our groundwater family and will be forever cherished in our hearts as we take up the torch and continue sharing our passion for the protection of groundwater resources. In the days to come we ask that you keep Joe’s family and friends in your thoughts as we cope with the loss of our beloved Joe.
