Commissioner Court talks land development, various projects

A heavy agenda was tackled by Erath County’s Commissioners Court Monday, Nov. 10 as the court dealt with land development and various projects.

In land development, two items for Mountain Lakes were dealt with.

On one item, a large lot was split into two smaller lots.

Subdivision Coordinator Jason Gardner explained that approval from the HOA was required, and had already been received and all documents through the county had been filed. Approval was given for the Precinct 3 subdivision.

The second Mountain Lakes agenda item was for two smaller lots that the owners wanted to combine into one parcel simply to have more room around their house. Approval was given.

The court also considered the La Sombra Mobile Home Site Plan for additional homes located in Precinct 2. The item was tabled since city of Dublin has to approve the plan because of public water.

Precinct 1 (Dee Stephen’s precinct near Lingleville) items got approval including a new fence around the Precinct 1 barn which was awarded to Chad Haile for the amount of $21,967.50. Three quotes were received for the project and his was the lowest.

Approval was also given to go onto private property with owner permission on CR 299 in order to clean out a fence row to remove dead trees and help with water flow.

Precinct 2 Commissioner Albert Ray received approval to go onto private property on CR 284 to look for road material.

Ray explained that the owner believed there were some pits of material on his land that could be useful for the county.

Approval was also given to enter into an agreement to use these materials if located.

In the budget, the court elected to move a copier lease agreement from the Indigent Health budget to the Commissioner Secretary Budget for Precinct 2 and 4.

The court also updated a part time secretary for a job description for the Texas AgriLife Office and approved the parttime clerk position for the Treasurer’s office with clarification.

Department head job descriptions were updated with who oversees them.

Updates were made in 2019 but there were several blanks still.

“Subdivision Coordinator, HR, IT, Veterans Services, Environmental Services, Facilities and Fire Marshal were on there without a direct report as needed,” County Judge Brandon Huckabee said.

Emergency Management Coordinator reports to the county judge since he is the official for it.

EMS reports to Precinct 1 Commissioner Stephens. Veterans Services reported to Precinct 4 Commissioner Jim Buck, Environmental Services reported to Precinct 2 Commissioner Ray and Fire Marshal reported to Precinct 3 Commissioner Sherman Edwards.

“I’ve left those all the same. I’ve talked to all the department heads and they seem fine with it,” Huckabee said.

The judge recommended that Subdivision Coordinator, HR, IT and facilities report to him, and the court unanimously approved the changes.

The Sheriff’s Office received approval for the reallocation of some non-capital expenditures including seven new Mossburg shotguns and seven new holsters for handguns instead of spending $40,000 on an all new JPX system. Approval was given by the court.

In other business the court: 

■ Approved a citizen adopting the Duffau Creek Bridge.

■ Gave approval on a contract between the Erath County EMS and North Texas Paramedic Education Consortium for students to do ride outs with Erath County EMS

■ Approved appointing Commissioner Albert Ray to the Erath County Appraisal District Board

■ Approved Erath Emergency Management Coordinator Chris Brooks to travel out of state for the L3 Harris Conference.

■ Approved a ton of net zero budget adjustments for year-end

■ Took no action on the burn ban
