Stephenville sets proposed tax rate

Stephenville City Council approved the city’s proposed maximum tax rate at the Tuesday, Aug. 4 meeting.

The city set its proposed rate at $.4297 per $100 valuation, which is the voter approval rate.

The Voter-Approval tax rate is the rate that will increase revenue 3.5%; any rate higher requires an election at which the voters can accept or reject the adopted tax rate.

The proposed rate means the city cannot legally go higher than that rate when the final tax rate is set. The public hearing for the rate is at 5:30 p.m. Sept. 15 in city council chambers at city hall.

The council also approved the 2026 Hangar Apron Resurfacing Project at a cost of $61,478.

The city will be resurfacing the apron along the North T-Hangars of Stephenville Clark Regional Airport. The pavement is not in good condition and the deterioration is bad enough it is creating Foreign Objects/Debris (FOD) which are hazardous to aircraft, according to information presented by the city.

There is room in the city’s budget for the project and it is eligible for reimbursement under the Routine Airport Maintenance Program Grant from TxDOT aviation.

The city also accepted an

COUNCIL, Page A12 in-kind donation from the Stephenville Wednesday Evening Lions Club to install new fans in the Stephenville Recreation Hall.

The fans cannot be reached from the bleachers and is estimated to be just under a $10,000 donation from the club.

The unanimous approval was given for the city of Stephenville and the SISD School Resource Officer Annual MOU for the 202627 school year.

Everything is remaining the same other than adding the language of having “up to” four SRO officers to help with off duty events.

During the development services portion of the meeting a rezoning request was unanimously denied by those present.

The zoning change would have changed a portion of land located at 350 S. Lennox from Resident Two-Four Family (R-2) to multifamily housing (R-3).

During the Planning and Zoning Commission meeting, a split vote (3-3) on the item occurred, so the item moved to council for a final vote with no recommendation.

At the meeting, one person spoke in opposition and three letters of opposition occurred.

No one spoke during the council public hearing.

A simultaneous replat/ rezone was approved for a portion of property located at 2601 NW Loop, for 5.15 acres from Retail and Commercial (B-2) to Integrated Housing (R-2.5). The rezone/replat request was being done so Colby Pack can build eight single family homes.

Opposition spoke regarding the project during planning and zoning, although they misunderstood the project would possibly be multifamily.

During the council’s public hearing Pack spoke regarding the project stating he would be selling the home estimated to be around 1,900 sq. feet.

Stephenville citizen Blessed Matai spoke about needing more communication about what is going in, on future projects.

The rezone/replat passed unanimously.

Several individuals were appointed to boards and commissions including Paul Dickinson for the Airport Advisory Board, Amari Martinez and David Baskett for Stephenville Economic Development Corporation and Joe Sanchez as the hotel representative on the Tourism and Visitors Board.
